I was the primary author of the “Virginia Plan” – the draft of what would become the U.S. Constitution.  I was also instrumental in ensuring the Bill of Rights was ratified. I was a strong advocate for religious liberty who believed in a strong federal government that was held in check by the separation of powers into three branches – executive, legislative, and judicial.
